Richard W. Fife

An expert in marine transportation management, with specific expertise in training program development, inspection of ship’s life safety equipment, review of ship’s documents, formulating new employee screening standards, Safety Management System and Safety of Life at Sea (SOLAS) compliance.  Projects included vessel systems, seamanship, emergency preparedness, health, safety & environmental, social skills and leadership and administration.  Dick is an expert at conducting the research and writing draft manuals. 

Serving as the Assistant Project manager Mr. Fife participated extensively in the research and writing of the Puget Sound Marine Firefighting Commission:  Marine Terrorism Response Plan Project and in coordination of training and exercise development and held responsibility for networking and outreach of the project with numerous stakeholders in the Puget Sound area. The project clients included Department of Homeland Security - Office of Domestic Preparedness, Port of Seattle and the Puget Sound Marine Firefighting Commission.  Primary objective of the two year project was to develop and test a national model plan that integrated fire department, emergency medical, law enforcement, emergency management agencies, state and federal agencies, port authorities, and maritime industry organizations in a coordinated regional response to asymmetric marine terrorism. The project scope addressed issues of authorities, roles and responsibilities, assessment, notifications, communications, concepts of operations, command and control, resource acquisition and management, marine focused firefighter and law enforcement training, weapons of mass destruction response, application of innovative technologies, and application of the National Incident Management System (NIMS).  The model plan was developed, vetted through a 45 member National Senior Advisory Group, and tested in a multi-stage emergency exercise sequence.  The plan has been published and distributed to numerous Port Authorities, maritime industry companies and all U.S. Coast Guard Sector Commands nationwide.
